About Opportunity Finance Network

Opportunity Finance Network (OFN) is the nation’s leading investment intermediary and national network of Community Development Financial Institutions (CDFIs). For nearly four decades, OFN has expanded economic opportunity by mobilizing capital, strengthening financial institutions, and advancing public policy that supports underserved communities across the United States.

With more than $1 billion in assets under management and a national network of nearly 500 mission-driven lenders, OFN works at the intersection of finance, policy, and impact. Its members include community development loan funds, credit unions, green banks, community development banks, Minority Depository Institutions, venture capital funds, and other mission-driven financial institutions serving rural, urban, and Native communities.

The Opportunity

OFN seeks an accomplished strategic executive to serve as Executive Vice President, Chief Strategy & Solutions Officer.

Community development finance is entering one of the most consequential periods in its history. Communities increasingly rely on CDFIs to expand access to capital for small businesses, affordable housing, climate resilience, community facilities, and other critical drivers of economic opportunity. At the same time, rapid changes in capital markets, technology, public policy, and institutional expectations are reshaping how those needs must be met.

Meeting this moment requires more than expanding existing programs. It requires building new platforms, stronger partnerships, enhanced institutional capabilities, and the infrastructure necessary to support the next generation of community development finance.

The EVP, Chief Strategy & Solutions Officer will lead OFN’s enterprise strategy function and, in partnership with the CEO and Executive Leadership Team, guide the development and execution of enterprise strategy. The role will translate Opportunity Next into a focused, sequenced, and measurable enterprise agenda and lead the development of solutions that address the evolving needs of the CDFI industry and the communities it serves.

The EVP will serve as a principal strategic advisor to the CEO, bringing independent judgment, market intelligence, and an enterprise-wide perspective to consequential institutional decisions.

  • The EVP will lead across several interconnected domains:
  • Enterprise strategy, prioritization, and execution
  • Innovation and solutions development across priority investment areas
  • Strategic partnerships and institutional collaborations
  • Data-informed strategy, market intelligence, and organizational learning
  • Impact strategy, measurement, and performance
  • Industry engagement through advisory councils and leadership forums

The EVP will provide direct executive leadership to OFN’s Innovation and Impact teams. The EVP will guide the Innovation Initiative as a structured platform for identifying, testing, and advancing solutions to persistent and emerging industry challenges. The EVP will also lead OFN’s approach to impact measurement, ensuring that evidence and insights inform enterprise strategy, strengthen solutions, and demonstrate the outcomes of OFN’s work.

Compensation and Benefits

Salary is competitive and commensurate with experience. The salary range for this role is $300,000 - $325,000, with a competitive benefits package.

Work Environment

This role involves normal physical requirements for an office position and requires regular travel, approximately 30-40%. OFN operates on a hybrid basis. Given the nature and seniority of this role, regular in-person presence in the Washington, D.C. office is expected. For leaders based outside the DMV area, this will generally mean approximately one week per month in the office. For those based in the DMV area, a minimum of two days per week in the office is expected.
