The Illinois Board of Examiners (ILBOE) is an independent state regulatory agency dedicated to protecting the public interest by overseeing the examination and certification process for Certified Public Accountant (CPA) candidates in Illinois. Since 1903, ILBOE has played a critical role in maintaining the integrity, quality, and credibility of the CPA profession by ensuring that candidates meet rigorous educational and examination standards.
As the organization responsible for evaluating and certifying CPA candidates in Illinois, ILBOE serves thousands of aspiring professionals each year and works collaboratively with educational institutions, national testing organizations, professional associations, and regulatory partners to support a fair, secure, and effective certification process.
As the sole authority responsible for the CPA examination process in Illinois, the ILBOE manages:
- Academic Evaluation: Reviewing and evaluating academic credentials to determine candidate eligibility under Illinois requirements.
- Examination Administration: Approving qualified candidates to sit for the Uniform CPA Examination and coordinating examination-related matters with national testing partners.
- Certification: Issuing Certificates of CPA Exam Completion to individuals who satisfy Illinois educational requirements and successfully complete the Uniform CPA Examination and other applicable certification requirements.
- Regulatory Support: Assisting in the development and administration of policies, rules, and procedures that uphold the integrity of the CPA certification process and protect the public interest.

The Opportunity
The Executive Director of the Illinois Board of Examiners (ILBOE) serves as the organization's Chief Administrative Officer, providing strategic, operational, and organizational leadership to advance the Board's mission: to protect the public interest by examining and certifying candidates who have met all educational and examination requirements for Illinois CPA certification and the CPA Exam process, in coordination with the Illinois licensing authority as applicable in the State of Illinois.
This is an exceptional opportunity for an accomplished and highly skilled administrator who is energized by public service and professional integrity. Reporting to the full Board, with the Board Chair serving as the primary liaison between Board meetings, the Executive Director will lead all aspects of the organization's operations, ensuring the effective execution of Board policies, procedures, and strategic priorities. The Executive Director will foster a culture of accountability, innovation, and continuous improvement while guiding a team dedicated to protecting and maintaining the integrity of the CPA licensure process in Illinois.
Key Responsibilities
The following represent the major duties of the Executive Director of ILBOE but are not all inclusive:
Strategic & Organizational Leadership
- Oversee all ILBOE activities and procedures.
- Oversee the preparation and execution of the strategic planning process, partnering with the Board and key stakeholders to establish long-term priorities, define measurable objectives, and align organizational resources with the ILBOE's mission, regulatory responsibilities, and evolving needs of the accounting profession.
- Monitor progress toward strategic goals and recommend adjustments to ensure
continued organizational effectiveness, service and impact.
Regulatory, Policy & Professional Standards
- Provide the ILBOE with up-to-date analysis of public accounting issues relating to examination, certification or other issues deemed appropriate. Recommend policy and rule changes to the Board and implement Board-approved qualification requirements in accordance with applicable law and administrative rules
- Provide leadership and support for rulemaking processes; interpret and apply applicable statutes, rules, regulations, and policies; and communicate requirements clearly to the Board, staff, candidates, and stakeholders.
- Monitor compliance with all rules and statutes relative to reports required from a separate state agency.
Examination & Credentialing Operations
- Oversee the administration and resolution of issues relating to a computer-based examination (CBT). Coordinate outreach to educators, CPA review groups, ICPAS members and staff and candidates about CBT.
Board Governance & Executive Administration
- Serve as the liaison to the Board and assign staff to Board committees. Present at each regularly scheduled board meeting.
- Serve as the official custodian of records.
External Relations & Public Affairs
- Act as spokesperson for the ILBOE.
- Serve as the liaison to NASBA, Prometric, Versa, Illinois Department of Financial and Professional Regulation (IDFPR) and other professional organizations and societies.
- Provide testimony to courts, the legislature, and other public constituencies.
- Serve as liaison to governmental units relative to legislative issues.
People Leadership & Talent Development
- Champion a culture of excellence by supervising and developing senior staff, facilitating regular team meetings, and implementing initiatives that enhance leadership capacity, employee engagement, and organizational effectiveness.
- Provide strategic direction, coaching, and performance feedback to empower leaders, strengthen organizational capacity, and ensure alignment with the Board's priorities, regulatory responsibilities, and long-term strategic objectives.
Financial & Business Operations
- Oversee fiscal services, including the preparation, implementation, and monitoring of the annual budget in consultation with the Business Manager, assure that the ILBOE operates within the established and approved budget each fiscal year. Provide the board with regular financial reports prepared by the Business Manager.
- Execute vendor contracts, leases and other commitments as authorized by the Board or by established policy.
Compensation & Work Environment
This is a full-time, hybrid work environment. The annual salary range for this position is $150,000 to $175,000 and will be commensurate with the successful candidate’s skills and experience. A generous benefits package will be provided.
