Role Summary
Reporting to the President and CEO, the Chief Business Development Officer (CBDO) is responsible for researching, evaluating, obtaining, and developing new, continuing, and expanded business opportunities. The position leads business proposal development, including responses to business solicitations, and contract development and negotiations with payors, including government entities and commercial insurers and health plans. This leader will also oversee designated business operations including the Stars Training Academy and participation in the Full Circle Health Network (an independent practitioner association which contracts with MediCal managed care plans to provide services). He/she will represent SBHG and programs and services to state, county, and local governments, elected officials, community-based organizations, advocacy groups and provider associations.
As a Vice President and corporate officer, this position participates with the other corporate officers in the overall guidance and management of the company. The CBDO is eligible for appointment to the SBHG Board of Directors.
Qualifications Include:
- Five+ years of experience as a health, mental health, or social services manager.
- Experience with planning, developing, contracting, marketing, and providing behavioral healthcare and/or other social services.
- Demonstrated knowledge of behavioral health, child welfare, and other social services program business operations.
- Ability to develop and evaluate business strategies and opportunities, perform financial analysis, and evaluate and negotiate contracts including creating contract content.
- Demonstrated understanding of government operations, policy, funding, and contracting covering public mental health services, county social services, probation and juvenile justice services, special education, housing and homelessness, and public welfare systems.
- Entrepreneurial with excellent communication and negotiation skills.
- Master’s degree in Business Administration, Health Care Administration, Public Administration, Psychology/Social Work or equivalent related field is required.

Compensation:
The starting base salary for this position is in the upper $200’sk and a generous benefits package is also provided including an Employee Stock Ownership Plan (ESOP). Actual pay for the finalist candidate will be adjusted based on various factors, including but not limited to, market conditions, departmental budgets, internal equity, geographic location, level of experience, certifications and training, education, accomplishments, and comprehensive evaluation.
